I picked up my last LOR by hand and delivered it to the secretary to be scanned in on Oct 31. I was sweating bullets, because it was lost and had to be redictated, but it all worked out. By the way, I had three interview offers before my 3rd and final LOR was submitted, so don't wait to submit until you have everything complete.
