Earlier the better, but does it really make too much of a difference if i send in the apps at the end of the 1st week or at the end of the 3rd week of September? Thanks

It is always advisable to start getting your data in as soon as it is available. Remember that some programs (Pitt, for example) will grant interviews well before the Dean's Letter is released so it is reasonable to start getting your stuff in as soon as you can. Then when other parts of the application are ready they can simply be added to your ERAS folder.
