Reply away rotations
Can anybody shed light on which competitive East Coast programs require an away rotation to be seriously considered or to obtain an interview?

Reply away rotations
When I attended their interviews, there were generally a significant number of people at each place that did NOT rotate there. So, I would not say that a rotation is required to get an interview at any of them. Keep in mind also that there were people who did rotate at some of those places and did not get interviews.
However, it remains to be seen who will match there. My personal feeling is that if you rotate there and get an interview (which is more likely than getting an interview and not rotating there) you will have a better chance than someone they just met for one day.
That's a long-winded way of saying that you can get an interview at any of the 'top' east coast schools without an away rotation, but I suspect to get ranked in the top spots it is to your advantage to rotate there and do well.
For example, HSS interviewed far more people than they need to fill their spots. I suspect that you need one heck of an interview to match there over someone who had a good interview and rotated there. Nothing will help you more than when someone with whom you worked for a month speaks up in your favor at their selection meeting.

Reply Rotate or else...
One program in particular where a visiting rotation helps to get an interview is Georgetown. Only the truly stellar non-rotaters are invited to interview. Personally, I have only met two people on the interview trail who were offered interviews at Georgetown.
For those who rotate at Georgetown, the rotation serves as the interview. They do not want the applicant to spend more money on travel and hotel accomodations for a formal interview when they have already had a chance to evaluate the applicant for four weeks. Quite sensible, if you ask me.
Georgetown students who I've bumped into on the interview trail (and there are lots of 'em -- approx. 25 this year) said that the Georgetown rotation is demanding and rigorous. Compared to rotations at other programs, they particularly have high expectations for your knowledge base. Apparently, it's an awesome teaching service, and absolutely every single Georgetown student I've talked to are planning to rank it high on their ROL. Unfortunately for me, I didn't get an interview there.
