Depends on what you mean by a "best" program. Most ortho programs are good. Do you want a big name school, a research heavy place, a very hands on program, a trauma heavy university, etc. Historically it is more difficult for FMGs (both male and female) to match in ortho. Mainly because the # of qualified US med graduates is high. Do not be discouraged though. I'm not sure where in the world you are but if you can rotate at a program you are interested in it will usually help your chances. Good grades, high board scores, honors, research all help.
