I spent a month at LSU this year and enjoyed my time there very much. However, I did not rank it in my top 3. The main reason is that LSU is a program in transition. Their chairman (D?Ambrosia) is a very big name but he will be going to Colorado next year. In addition, they will be losing the vice chairman and the residency coordinator this year. So unless they have found several new faculty that leaves a skeleton of a program (only 3 non peds faculty). NO is a very cool place and the resident are great but they just don?t have enough faculty coverage. However, this is the case with many programs in the academic orthopaedic these days.
In regards to Tulane, I interviewed there and was moderately impressed (the program coordinator is cool as h$%& though). They have a solid faculty and the residents seem OK. It is very similar to LSU with the exception that you might have to go to Atlanta for the peds rotation. They did not show you any of the hospital during the interview day. This troubled some applicants.
In the end I don?t think that you would be very unhappy at either program (I ranked both in my top 5). Just remember that both programs are very trauma heavy and that there will be many nights that you might not sleep very much over the next 5 years. But who cares they are so many hot chicks in NO that you might never get a good night of sleep anyway.
