No, most people are missing at least one requirement. I was missing 2 months and I interviewed for 3 PGY-2 positions this year (I knew of 5 programs that were offering PGY-2 spots so I considered 3/5 to be pretty good). They can usually work it out if they want you, however, the more requirements you have, the easier it will be for them so it is good that you were able to get all but one.
As a side note, you definitely want to apply broadly. One of the 2nd year spots I interviewed for I found out about at my PGY-1 interview at that program and the position was never advertised as far as I know. If I hadn't applied I would not have had that chance.
