I was West and tried to interview East last year. I did not get much on the East coast, but some of my classmates did and they did not have ties to the East coast. I think if you are a competitive applicant, you will get interviews on both coasts, although because there are more programs in the East, you will likely not get as many in the West.
You can always try to put a couple sentences in your personal statement to regionalize it to the west for those select schools. If you are thinking OHSU or UW, away rotations there are very beneficial. Try to find out if any of your faculty have connections West. Ask them for their input and a lot of talking happens behind the scenes so it is possible they might call for you or be called if you application makes the possible interview pile.
