You're not just now applying are you??? If you are, I guarantee programs aren't going to let you rotate no matter what school you come from because they're probably already full.
Programs generally offer elective rotations to their home students and then early in the year (between January and March) they open remaining spots to anyone on a first come first serve basis. For competitive specialties like ortho, I'm sure most programs booked up by April at the latest.
In my opinion, your best bet is probably to call some programs and see if you can be put on the wait list for a spot. Some people will apply through VSAS to multiple programs and then hold the acceptance until they make sure they get the rotations they really want. So it's possible a spot or two may open up. However, if you can't get a rotation before interview season kicks in in mid-November I'd tell you not to even waste your time.
As far as particular programs - I'd browse websites and look for where IMGs have matched in the past. This is a HUGE generality so take it with a grain of salt, but if it were me, I'd say start with some of the lesser known or newer community programs. Also, look at programs that have just come off probation or are in undesirable locations.
