Can anyone offer some insight on some East coast away rotations that actually interview people who rotate there?

Vermont will interview all rotators. Excellent program and fantastic rotation. I highly recommend you check it out.

I'd like to also know which programs in the east ONLY interview rotators, if that even holds true to the statements I've heard.

I would be very cautious selecting programs solely based on whether they interview all rotators. First of all, you should always rotate at places where you are interested in possibly matching due to program location, size, educational philosophy, etc. if you rotate at a place just because they will bring you back for an interview that may set you up to be unhappy if you end up there. Furthermore, just because a program interviews all rotators does not mean they will actually consider ranking all of those people highly. While it may seem like an advantage to have a guaranteed interview, there is something to be said for a program bringing you back because they are genuinely interested in your application rather than just as a courtesy because you rotated there. Spending hundreds of dollars to go to a "courtesy" interview is not ideal.

Also, this process has gotten so competitive that you really need to be brutally honest with yourself in terms of your competitiveness. If you are asking these questions it may be because you are not confident in your application (grades, step, etc.). If this is the case I do not want you to be discouraged but it is in your best interest to be as realistic as possible with your expectations so you can plan a strategy that maximizes your potential of matching. If you choose to rotate at two aways simply because you know that translates into two interviews, remember that those places may be bringing you back simply bc you are a rotator and not necessarily bc they are interested in having you there as a resident.

Also, I am unaware of any program in the country who interviews ONLY rotators. I could certainly be wrong but I haven't heard of a single program that does that.

Hope this perspective helps. I am not trying to be a killjoy but I have a friend going through the match right now who rotated at places that interviewed him/her bc they rotated and those are the only places on his/her rank list (not a good position to be in). So be optimistic and aim high but do not put all of your money in the "guaranteed interview" basket.

agree with all above - know your application. Also, I thought that by doing a rotation on the East Coast would increase my number of interview offers from high-level schools there (I am not from the region but competitive for those spots). It may for some, but that was not the case for me. Since you are asking though, here are some places that I heard from many people were great rotations on the East Coast:

HSS - does not interview all rotators (50-70% of them) but everyone I spoke to had a great experience there (plus you do not take call according to several sources I spoke to)
Harvard - same as above
Columbia - interviews 50-60% of rotators, heard mixed feelings about their experience, Dr. Levine is a great medical student/resident advocate
NYU - have heard great things about the rotation for a medical student, they do not interview all of their rotators, but they take 90-100% rotators as residents every year

I agree you should not choose rotations solely on whether they interview everyone or not, but I would definitely consider it as a factor. I met several people with very solid applications and great interviews that spent a month on a rotation, worked hard, and really enjoyed it (CMC, Utah, NYU all come to mind) but did not receive an interview

Your rotation IS the interview.

No one who does poorly on their rotation will be ranked to match no matter how impressive they are on a courtesy interview. For that reason you should not care if a program interviews all rotators.

However, some programs give you an interview during your rotation which is a great deal because it frees up an interview day for you later on during interview season and saves you money on a return trip/hotel.
