I keep hearing people say that you need to apply for your electives early in order to get the ones you want but it looks like many of the schools that I would consider participate in VSAS and some don't even process applications (let alone publish the available electives) until May. Is there any way to get around this so that I'm not going to be stuck with a month off and nothing to do or do I just have to cross my fingers and apply to a few of my top choice places to rotate?

You'll find that some of the programs that participate in VSAS fill in their spots before their VSAS application even opens. If you have picked out the places that you want to rotate at, contact the coordinators and make sure to find out whether these programs do that.
