Yes, it is a very good program. However, all applicants should know the following. In last 2-3 years - one resident was forced out of program after PGY3 to PM&R, another resident was forced to move to radiology after PGY4 and still another resident was forced to start a new residency in PM&R after completing PGY5! All of these were for non-ethics reasons. If you happen to be the one targeted by them for chopping block - this will mean loss of time and money for you. So buyer beware.
While all programs should decide whether residents are worth becoming surgeons - Mayo figures that out when you are close to becoming done. This means that they do a poor job matching and screening. However, you will be the one paying the price big time if mayo makes a mistake with you.
