are there programs with no cut offs

1.) are there programs whose cut off is less than 220
2.) are there programs whose cut off is less than 210

I would imagine that if there are places that have lower than average "cutoffs" they would not publicize it much so it may be hard to find out

more likely is that some programs may not have a formal screening number at all and consider the number as part of the whole applicaiton and not as a tool to use as a first "weeding out" tool
