So I'm an average/slightly below average M3 in the SE planning on applying to ortho. I'm trying to figure out where to do aways and am curious where I should be looking. How can I find out how many rotators a given program gets? I'd like to do an away at a place with fewer rotators so I have a better chance of landing a spot. Are there any east coast programs that highly favor rotators over the general application pool?

You should do an away where you think you would want to go. I think many programs get at least 2-4 rotators a month from august to november. A rotation at a program will either help you or hurt you over the general application pool.

Ditto to above.

These days, fewer programs are "guaranteeing" interview spots to rotators. And after speaking with residents on the trail, it's clear that rotations are a double edged sword and can hose you if you have a poor showing.

Consider rotating where your upplerclassmen matched, where your mentors were trained, or any place that historically takes people from your school.

Re: east coast programs loving rotators, georgetown comes to mind.
