I did a rotation there this fall.
Absolutely A+ program. No weaknesses. Have 4 or 5 people in every subspecialty area (except tumor-1). Nationally known people in each of these areas. Several of the "ortho heavyweights", including a solid chairman who will be there for years to come (has turned down chairmanship offers from HSS, UCSF, others within the past few years). Operative experience is very good as is clinic exposure. Strength of this program is that it is very well rounded. Superb conference schedule as well as overall didactic program.
A+ facilities. Very well funded department as is evidenced by the beautiful offices and newly remodled floors. Brand new ORs. Digital radiology (yes, there are some places that do not yet have this).
St. Louis is the only question mark that people usually have when talking about WashU. It is not as bad as people would sometimes lead you to believe. The area right around WashU is very nice with coffee shops, bookstores, restaraunts, etc.; yet it is still affordable to get a very nice apartment ($800 for a decent 2br), condo within walking distance ($150k or so). Houses within walking distance are about >$500k, though you can find them much cheaper if you are willing to commute 10 minutes.
Overall, I think that most everybody that I interacted with seemed very content with their decision and completely satisfied with the level of training that they are receiving. All do well for fellowship due to the big names that they have behind them.
Good luck.
